Ways to submit your verification:

Option A: Secure Owner Portal
  • Ensure you have all supporting documents completed and ready for upload prior to beginning as the form must be completed in one step and cannot be saved to return to at a later time.
  • Log in at smrha.chobiit.us/ or access the portal HERE.
  • Select CQV Form – SMC then Add Record
  • Under Unit Ownership select Lookup – then set your property address
  • Enter all information completed and accurately
  • Upload supporting documents and submit the form.

2026 Continuing Qualification Verification – San Miguel County Owners of Deed Restricted Property

The San Miguel Regional Housing Authority (SMRHA) conducts periodic Continuing Qualification Verification for owners of deed-restricted properties in unincorporated San Miguel County. This process helps ensure that households continue to meet the applicable requirements of their individual deed restrictions.

The County recognizes that this process may feel like an unwelcome task for some residents; however, it is an essential part of maintaining the community’s supply of workforce housing, and we appreciate your time and effort.

The San Miguel County Housing Authority (SMCHA) Guidelines, rules, and regulations are intended to help preserve an adequate supply of affordable housing for locally employed residents within the Telluride R-1 School District while allowing customary free-market practices to influence the sale and rental of affordable housing to the extent permitted.

Continuing Qualification Verification is typically conducted on a biennial schedule. The most recent verification for San Miguel County properties was conducted in 2023. The current cycle was delayed by one year while the County refined its policies regarding the application of deed restrictions and reviewed the Continuing Qualification Verification process.

2026 Verification Period

The 2026 Continuing Qualification Verification process is scheduled to begin on October 13, 2026. Owners will have 21 days to complete and submit their verification.

As part of the verification process, SMRHA will review the continuing qualification standards applicable to each household based on the property’s deed restriction, Land Use Code Section 5-1305 (LUC), or Amended Deed Restriction and Covenant (COV). Depending on the requirements applicable to the property, SMRHA may verify:

  • Employment Standard – COV & LUC

  • Earned Income Standard – LUC

  • Residency Standard – COV & LUC

  • Property Ownership Standard – All

Maintaining Continuing Qualification

Households, including all occupants of a deed-restricted housing unit, are required to maintain qualified status on an ongoing basis in accordance with the requirements applicable to their property.

Owners are encouraged to review the applicable requirements before beginning the verification process. San Miguel County housing information and Guidelines are available at smrha.org/san-miguel-county. Owners may also access their individual deed restriction through the SMRHA Owner Portal.

What You May Need

To help prepare for the 2026 verification, owners are encouraged to begin gathering applicable documentation. Required documents may include:

  • Employment verification

  • Recent pay stubs

  • Self-employment business detail and supporting documentation

  • 2025 federal tax returns, including Form 1040, W-2s, 1099s, and applicable schedules

  • Additional documentation necessary to verify the continuing qualification standards applicable to the household

Specific documentation requirements may vary depending on the property’s deed restriction and the household’s circumstances.

Beginning October 13, 2026

Online verification forms and printable forms will be available through the SMRHA website beginning October 13, 2026.

Additional instructions and information will be emailed to owners before the verification period begins. Again, Owners are encouraged to gather their documentation in advance to help ensure a timely and complete submission.
